The purpose of a Planning Justification Report is to:

  • Outline the nature of the proposed development and to evaluate it in the context of policy documents such as the:
    • Provincial Policy Statement;
    • Growth Plan for the Greater Golden Horseshoe;
    • Niagara Escarpment Plan; Regional / County Official Plan;
    • Municipal Official Plan;
    • Zoning By-law, other policies of the Conservation Authority if they are applicable; and
    • Applicable regulations;
  • Provide the planning rationale supporting required Official Plan and Zoning Bylaw Amendment applications; and
  • Justification for the proposal in accordance with good planning principles.
